EN: Community-Based Support Centres for Families in Need
MT: Ċentri ta’ Għajnuna għall-Familji fil-Bżonn
Proposed by: Doninu (Malta) International
Model: Non-Monetary, Volunteer-Led, Transparent
Proposed Partnership: Government of Malta, FSWS (Foundation for Social Welfare Services)
1. Executive Summary
EN:
The Doninu Charity Hub Network is a national initiative to establish a number of small, decentralized charity hubs across various localities in Malta and Gozo. These hubs serve as collection and distribution points for essential non-monetary items—such as clean clothes, household goods, hygiene products, baby items, school supplies, and more—for families in need or facing hardship.
Families and individuals can visit the hubs and collect what they need, free of charge, in a respectful and non-judgmental environment. Each hub is managed by a designated volunteer and coordinated under the central governance of Doninu (Malta) International to ensure transparency, dignity, and fairness.
MT:
Inizjattiva nazzjonali biex jinbnew ċentri żgħar ta’ għajnuna (Charity Hubs) mifruxa f’lokalitajiet differenti f’Malta u Għawdex. Dawn iċ-ċentri jaġixxu bħala punti ta’ ġbir u tqassim ta’ affarijiet essenzjali mhux monetarji bħalma huma ħwejjeġ nodfa, prodotti tad-dar, prodotti tal-iġjene, affarijiet għat-trabi u l-iskola, u oħrajn għal familji u individwi fil-bżonn.
Il-familji jistgħu jżuru l-hub u jieħdu dak li jkollhom bżonn b’xejn, f’ambjent ta’ dinjità u rispett. Kull hub jiġi mmexxi minn persuna waħda u superviżjonat mill-uffiċċju ċentrali ta’ Doninu, biex nassiguraw ġustizzja, onestà u trasparenza assoluta.
2. Objectives
- Establish a network of small charity hubs across Maltese towns and villages.
- Ensure vulnerable families have access to essentials without shame or financial burden.
- Promote a dignified, non-transactional support model rooted in voluntary service.
- Maintain transparency and coordination under a central administration (Doninu HQ).
- Collaborate with government and FSWS to integrate social support and reintegration services.
3. Services Provided by Each Hub
- Distribution of clean clothing (all ages and sizes)
- Baby and child items: formula, diapers, toys
- Hygiene products and toiletries
- Basic school materials and books
- Household items and small appliances
- Seasonal needs (blankets in winter, school uniforms, etc.)
- Calm, respectful environment for browsing and selection
- Optional on-site support from a social worker (see FSWS integration below)
4. Operating Model
EN:
- Each hub is managed by one trusted volunteer trained by Doninu (Malta) International.
- All items must be clean, undamaged, and donated in kind (no money accepted or handled).
- Supplies are tracked, approved, and recorded through the central office.
- Every donation and distribution is monitored to ensure fairness and accountability.
- Visitors may take what they need—no forms, no fees, no financial scrutiny.
- Optional coordination with FSWS to provide on-site social support in larger hubs.
MT:
- Kull hub ikun immexxi minn voluntier wieħed b’taħriġ minn Doninu.
- L-oġġetti kollha għandhom ikunu nadif, f’kundizzjoni tajba, u mhux monetarji.
- Il-provvisti jiġu mniżżla u approvati mill-uffiċċju ċentrali ta’ Doninu.
- Il-proċess ta’ tqassim ikun trasparenti u ġust għal kulħadd.
- Il-familji jistgħu jieħdu dak li jeħtieġu mingħajr dokumenti jew mistoqsijiet umiljanti.
- Fejn ikun possibbli, jingħaqdu mal-proġett professjonisti tas-servizzi soċjali (FSWS).
5. Proposed Role of the Maltese Government
- Provision of space: The Government is invited to provide free use of small venues in each locality (e.g., unused school rooms, community centres, former shops).
- Cooperation with FSWS: In larger hubs, a section may be allocated to FSWS to allow social workers to provide family support, counselling, or reintegration services.
- Endorsement of the initiative as a national community support effort.
MT:
- Il-Gvern jipprovdi spazji żgħar f’lokalitajiet differenti (eż. klassijiet vojta, ċentri komunitarji, ħwienet mhux użati).
- FSWS jingħaqad mal-proġett biex joffri appoġġ professjonali fejn hemm bżonn.
- Il-proġett ikun rikonoxxut bħala inizjattiva nazzjonali ta’ għajnuna u solidarjetà.
6. Ethical & Legal Guidelines
- No money is handled. This is a fully non-commercial initiative.
- Non-discriminatory access regardless of religion, gender, race, or status.
- Full transparency and coordination from Doninu’s head office.
- Safe, respectful space for children and families.
7. Sustainability and Scalability
- Supported by community donations in kind and public awareness.
- Powered by trained volunteers, not employees.
- Easily replicable in multiple regions.
- Flexible structure—each hub reflects the specific needs of its local community.
- Can operate alongside existing government services for stronger impact.
8. Conclusion
EN:
Doninu Charity Hubs are not shops. They are safe places of dignity, sharing, and healing. They restore hope in times of hardship without conditions or shame. This model provides the Maltese nation with a new way to show love—not through money, but through presence, action, and community.
MT:
Il-Charity Hubs ta’ Doninu mhumiex ħwienet. Huma spazji ta’ rispett, imħabba u solidarjetà. Joffru tama f’mumenti diffiċli, mingħajr kundizzjonijiet u mingħajr mistħija. Din l-inizjattiva toffri alternattiva ġdida għar-repubblika Maltija biex turi l-imħabba mhux bil-flus, imma bil-preżenza u bil-qalb.
