Legal Status: Independent, non-commercial voluntary entity (unregistered by choice, operating within human rights and EU-aligned frameworks)


1. Core Principles of Governance

  • Voluntary and non-political: No salaries, no partisan ties, no private gain
  • Non-monetary: The organization does not collect, handle, or distribute money
  • Transparent: All operations are logged, communicated, and reportable
  • Autonomous: Operates outside OCVO registration, but within lawful frameworks (Maltese Constitution, EU Charter of Fundamental Rights, CRPD)

2. Board of Doninu (Malta) International

Honorary President – HI&RM King Yuriy I of Ukraine

HI&RM King Yuriy I of Ukraine holds the title of Honorary President of Doninu (Malta) International. In this symbolic and non-executive role, His Majesty represents the organization’s values of human dignity, compassion, and international peace.

This honorary position reflects the spirit of Doninu: a global voice for the vulnerable, guided by love and justice beyond borders.


Honorary VIP – HRH Miora Jeny Telesphore

Title: Honorary VIP of Doninu (Malta) International
Her Royal Highness Miora Jeny Telesphore is recognised as an Honorary VIP of Doninu (Malta) International in appreciation of her commitment to compassion, dignity, and humanitarian values. Her esteemed presence strengthens Doninu’s international identity and its mission to serve the most vulnerable with love, equality, and respect.

This honorary recognition reflects Doninu’s gratitude for distinguished allies who embody its founding spirit—service beyond borders, guided by the heart.

Role: Visionary leader and guardian of mission
Responsibilities:

  • Acts as spokesperson for public, legal, and institutional matters
  • Confirms or vetoes decisions based on ethical compliance
  • Maintains symbolic and spiritual direction of Doninu

Vice Leader – H.E. Marchese Chevalier Conrad Pace

Role: Supports the President and substitutes when needed
Responsibilities:

  • Monitors ongoing operations
  • Liaises with project leads and hub coordinators
  • Oversees training, safeguarding, and project replication

International Director – H.E. Amb. Dr. Pierre Vatel

Title: International Director of Doninu (Malta) International
Role: Dr. Pierre Vatel serves as the official International Director, representing Doninu (Malta) International in all matters of global cooperation, honorary diplomacy, international visibility, and cross-border humanitarian outreach. He acts as a bridge between Doninu’s core values and its international allies, offering strategic insight, dignified representation, and ongoing support for the organization’s mission beyond Malta.

Religious Affairs and Interfaith Director – Archbishop Svetoslav Vassileff

Title: Director of Religious Affairs and Interfaith Harmony
Role: Archbishop Svetoslav Vassileff serves as Religion Director of Doninu. His mission is to unite and serve all religious traditions in a spirit of mutual respect, with a focus on charity, compassion, and interfaith dialogue. He also advises the leadership on spiritual matters, supporting Doninu’s ethical and inclusive mission.

Representative to the United Nations – Doninu (Malta) International

Role:
Strengthens collaboration and diplomacy between Doninu (Malta) International and the United Nations.

Responsibilities:

  • Ensures effective coordination with UN bodies.
  • Maintains strong, positive relations with the United Nations.
  • Promotes peace and advocates for vulnerable communities.

Secretary General – Dame Anne Chetcuti Ray

Role: Organizational coordination
Responsibilities:

  • Keeps internal records of meetings and decisions
  • Manages formal correspondence with partners
  • Drafts reports, public documents, and community statements

Projects Director – Mr. Mathew Refalo

Role: Oversees all Doninu initiatives
Responsibilities:

  • Coordinates national Doninu projects
  • Supports regional and thematic coordinators
  • Tracks project impact and growth

Director of Charity Hubs – Ms. Mira Bharwani

Role: Director of Charity Hubs
Responsibilities:

  • Oversees the coordination and ethical supervision of all Doninu charity hubs across Malta and Gozo
  • Ensures transparency and dignity in the collection and distribution of non-monetary aid
  • Supports and guides local hub volunteers
  • Ensures each hub aligns with Doninu’s Code of Conduct and core principles

Director – Gozo Section – Ms. Dianne El-Kafas

Title: Director of Doninu (Malta) International – Gozo Section
Role: Responsible for leading all Doninu initiatives and volunteer coordination specific to Gozo. Ensures the implementation of national projects, oversees regional needs, and fosters collaboration with local communities while upholding the organization’s values of dignity, inclusion, and service.

Ambassador for Disability – Mr. Fabrizio Faniello

Title: Ambassador for Disability – Doninu (Malta) International
Role:
Mr. Fabrizio Faniello serves as the Ambassador for Disability, focusing on advocating for the rights, inclusion, and visibility of children and youths with disabilities. Through public engagement, music, and community presence, he supports Doninu’s mission to uplift and empower those often left behind, with a special emphasis on empathy, creativity, and dignity-based outreach.

Director of Family in Need – Ms. Marianne Sacco
Role:
Oversees support for families facing hardship, with a special focus on the well-being of children living in difficult circumstances.

Ms. Sacco works to ensure that families in need receive the care, guidance, and assistance necessary to restore dignity, stability, and hope.

Director of Education – Ms. Tania Borg
Role:
Leads and oversees educational initiatives for children, the elderly, and the wider community.

Ms. Borg is committed to promoting inclusive education through activities that support learning, personal growth, and community engagement for all age groups.

Italian Language Coordinator – Ms. Silvia Dimech
Role:
Coordinates and liaises with Italian organizations, ensuring effective communication and collaboration where the Italian language is required.

Ms. Dimech plays a key role in fostering strong relationships with Italian-speaking partners and supporting multilingual engagement.

French Language Coordinator – Ms. Victoria Monseigneur
Role:
Facilitates communication and coordination with French-speaking organizations, ensuring smooth collaboration where the French language is required.

Ms. Monseigneur supports multilingual outreach and strengthens ties with French-speaking partners.

Director of Dancing – Mr. Jean Claude Dimech
Role:
Mr. Jean Claude Dimech, a professional and accomplished lead dancer, brings both talent and passion to his role. Beyond his performance skills, he is also a dedicated and capable instructor, experienced in teaching both children and adults.

In his role with Doninu (Malta) International, he will lead inclusive dance sessions designed to engage and inspire participants of all ages and abilities — promoting unity, self-expression, and joy through movement.

Director of Singing and Music – Ms. Phyllisienne Brincat
Role:
Ms. Phyllisienne Brincat is an accomplished singer, vocal coach, and music composer. She brings both talent and heart to her role, with a strong dedication to using music as a tool for healing and empowerment — especially for vulnerable children.

Within Doninu (Malta) International, she will lead musical and vocal initiatives with inclusivity and compassion, working closely to support and uplift those in need through the power of song and sound.


Communications Coordinator – Ms. Valerie Vassallo

Role: Public relations and information
Responsibilities:

  • Manages social and press communication
  • Prepares leaflets, videos, newsletters
  • Ensures the visibility of initiatives without personal branding

3. Advisory Council (Optional, Rotating)

  • Composed of community leaders, youth, parents, and former volunteers
  • Provides feedback on inclusion, needs, and project relevance
  • Non-binding recommendations reviewed by the core board
  • Ensures Doninu remains grassroots-led and people-centred

4. Safeguarding and Monitoring Framework

  • All board members and volunteers must uphold Doninu’s Code of Conduct
  • No volunteer may represent Doninu for political gain, monetary purposes, or discrimination
  • Any partner, volunteer, or affiliated group in breach of principles will be removed
  • Anonymous feedback channels are available for vulnerable groups

5. Transparency Measures

  • No financial accounts (non-monetary operations only)
  • Public documentation of projects, events, and ethical statements
  • Quarterly community updates and internal reflection reports
  • All partnerships reviewed and approved by board majority

6. Legal Standing and Accountability

  • Operates in line with:
    • Article 41 & 42 of the Maltese Constitution
    • European Charter of Fundamental Rights
    • United Nations Convention on the Rights of Persons with Disabilities (CRPD)
    • Voluntary Organisations Act (for non-registered freedoms)
  • Recognized as a moral and operational platform for human dignity, social solidarity, and community empowerment
